It advocates a good life for oneself and a good life for others. It practices connectivity and mutual benefit, and seeks common development and win-win cooperation。We do not engage in ideological confrontation, geopolitical games, or bloc political confrontation. We oppose unilateral sanctions, economic coercion, or "decoupling and chain cutting."。The past 10 years have proved that the Belt and Road Initiative is on the right side of history, in line with the logic of progress of The Times, and on the right path of the world。We need to have the calm determination to navigate the turbulent clouds, take a responsible attitude toward history, our people and the world, and work together to address various global risks and challenges, so as to create a better future of peace, development, cooperation and win-win cooperation for future generations。

First, build a three-dimensional connectivity network under the Belt and Road Initiative。China will accelerate the high-quality development of China-Europe freight trains, participate in the construction of the Trans-Caspian international transport corridor, host a successful China-Europe freight train international cooperation forum, and work with other parties to build a new logistics corridor on the Eurasian continent supported by direct rail and road transport。We will actively promote the integrated development of ports, shipping and trade along the Silk Road Maritime Route, and accelerate the construction of new land and sea routes and the Silk Road in the air。
Second, supporting the building of an open world economy。China will establish a Silk Road E-commerce cooperation pilot zone and negotiate free trade agreements and investment protection agreements with more countries。All restrictions on foreign investment in the manufacturing sector will be lifted。We will actively follow high-standard international economic and trade rules, further open up cross-border trade in services and investment at a high level, expand market access for digital products, and deepen reforms in state-owned enterprises, the digital economy, intellectual property rights, and government procurement。China to host annual Global Digital Trade Fair。
Third, carry out practical cooperation。China will advance landmark projects and "small but beautiful" livelihood projects in a coordinated manner。The China Development Bank and the Export-Import Bank of China will set up RMB financing Windows, and new funds from the Silk Road Fund will be added to support Belt and Road projects in a market-oriented and commercial manner。China will also implement 1,000 small-scale livelihood assistance projects, promote vocational education cooperation with foreign countries through the Luban Workshop and other projects, and work with other parties to strengthen security for Belt and Road projects and personnel。
Fourth, promote green development。China will continue to deepen cooperation in green infrastructure, green energy and green transportation, increase support for the International Alliance for Green Development under the Belt and Road Initiative, continue to hold the Belt and Road Green Innovation Conference, and build a dialogue and exchange mechanism for the photovoltaic industry and a green and low-carbon expert network。We will implement the Belt and Road green investment principle and provide training to 100,000 people in partner countries by 2030。
Fifth, promote scientific and technological innovation。China will continue to implement the Belt and Road Science and Technology Innovation Action Plan, host the first Belt and Road Science and Technology Exchange Conference, expand the number of joint laboratories jointly built with other parties to 100 in the next five years, and support young scientists from other countries to come to China for short-term work。China will put forward an initiative on global AI governance at this forum, and is willing to strengthen exchanges and dialogue with other countries to jointly promote the healthy, orderly and safe development of global AI。
6. Supporting people-to-people exchanges。China will hold the Liangzhu Forum to deepen dialogue among civilizations with countries that jointly build the Belt and Road。On the basis of the Alliance of Silk Road International Theatres, Arts festivals, museums, art galleries and libraries, the Alliance of Silk Road Tourism Cities will be established。We will continue to implement the Silk Road Chinese Government Scholarship program。
Vii. Building a road to Integrity。China will, together with its partners, issue the Results and Prospects of the Belt and Road Initiative on Integrity, launch the Advanced Principles for the Belt and Road Initiative on Integrity, establish an evaluation system for the integrity and compliance of enterprises along the Belt and Road, and cooperate with international organizations to conduct research and training on the integrity of the Belt and Road Initiative。
8. Improve the Belt and Road international cooperation mechanism。China will work with Belt and Road countries to strengthen multilateral cooperation platforms in energy, taxation, finance, green development, disaster reduction, anti-corruption, think tanks, media and culture。We will continue to hold the Belt and Road Forum for International Cooperation and set up the Forum secretariat。
